Abstract: The majority of clinical laboratories today operate in an unfavorable economic climate. Budgets for laboratories are very strict. Employees are overworked and have little time for original problem-solving or system improvement thinking. Supervisors have too many responsibilities. The amount of money made per unit of effort is still declining. In the meantime, overhead related to regulatory obligations keeps rising. It's possible that clinical laboratories lack the funding necessary to undertake the large system re-engineering investments necessary to achieve meaningful quality improvement.
