Type: article
Abstract: The article explores the work and training of communicationspecialists—employees of postal and telegraph institutions—in the RussianEmpire during the second half of the 19th century and the first half of the20th century, with a focus on the distinctive features of employeerecruitment in Semirecheye. The region's remote location from the empire’scentral areas, its multi-ethnic environment, and the political and economicconditions of the period had a significant impact on the work of theseemployees. Members of the local population, including Kazakhs and otherethnic groups, had the opportunity to work in this sector and contributed tothe development of communication services. The Kazakh population primarily held lower-ranking positions in postal andtelegraph institutions, and only in rare cases did they rise to official ranks.By the early 20th century, Kazakh officials became prominent in the postal, telegraph, and railway sectors, applying their knowledge in various areas, including the organization of postal services.
