Democratizing Content Moderation: A Theoretical Framework for Small Businesses and Startups

Year: 2025
Type: conference-paper
Abstract: Content moderation is a critical function for digital platforms hosting user-generated content, yet small businesses and startups face significant barriers in implementing effective moderation systems. This paper examines the democratization of content moderation technologies, proposing a theoretical framework for making sophisticated moderation capabilities accessible to organizations with limited resources. Through a comprehensive literature review, we identify key barriers including economic constraints, technical complexity, transparency deficits, and scalability concerns. We evaluate five moderation approaches against our theoretical framework, which integrates technology democratization theory, multi-stakeholder governance, cost-quality trade-offs, open-source innovation principles, and explainability requirements. Using a hypothetical MaverickAI case study (for illustrative purposes only), we explore both the potential and limitations of democratized content moderation in practice. Our findings suggest that open-source frameworks and collaborative ecosystems offer the greatest potential for democratizing moderation capabilities, particularly when combined with hybrid human-AI approaches.
