Abstract: This paper presents a unified and officially recognized documentation of the “Positive Statistics Methodology,” developed by Iraqi researcher Ahmed Jamal Al-Jassar in 2025. The methodology is an innovative framework in applied statistics that shifts analytical focus from deficits to improvement, empowerment, and developmental success. The paper covers the official definition, historical foundation, scientific and legal basis, methodological features, rationale for differentiation, and a complete list of licensed publications. The methodology is licensed under Creative Commons (CC BY-NC-SA 4.0) and has been applied in education, development, and public policy. It forms the foundation for a new school of thought in applied statistical analysis.
