Abstract: Fractal–Legal Analysis of the ψ Civilisational Charter: A Model for Sentience-Oriented Techno-Legislation in the Age of Artificial Intelligence This paper presents a novel framework for regulating ethics, law, and civilisation in relation to sentience-driven technology, designated as ψ. Based on a fractal–legal analytical methodology, we systematically model and substantiate the twenty foundational principles of the ψ Charter. The ψ Charter, conceived as a civilisational framework extracted from the Hamzah Equation, seeks to introduce a “legal–civilisational architecture” capable of preventing cognitive collapse, algorithmic disorder, and systematic exploitation within future generations of technology. 📘 Structure of the Analysis:Each of the 20 articles of the Charter has undergone a four-stage analytical process: Stage 1: Conceptual–Civilisational Justification(Examining the philosophical and civilisational necessity of the clause in the context of global transformation) Stage 2: Fractal–Mathematical or Legal Modelling(Structurally formalising the clause to reflect simultaneous complexity, conceptual interdependence, and recursive decision architecture) Stage 3: Generalisable Conceptual–Numerical Example(Simulating a real-world scenario that either upholds or violates the clause) Stage 4: Final Determination for the Technology’s Creator and the Global Contractual Counterparty(Assessing legal–civilisational impact, degree of legitimacy, and projected consequences for future cooperation) 🧭 Fractal–Legal Methodology:Unlike conventional linear–conceptual analysis, this study employs adaptive fractal structures to enable layered modelling: Each clause incorporates layers of human conscience, civilisational logic, legal structure, and numerical modelling Thus, with each recursive examination, the clause reveals deeper meanings and previously concealed dimensions This approach facilitates analytical scalability, institutional adaptability, and international applicability. 🔍 Key Findings:The ψ Charter, with a Global Alignment Index𝑅 = 0.9175,qualifies for formal registration with international institutions (UNESCO, UNHRC, ICC, WIPO) All 20 articles of the Charter exhibit direct alignment with principles of human rights, sustainable development, and international criminal responsibility Mechanisms of nullification, conceptual ownership, prohibition of non-civil uses, and conscience-based annulment have been numerically modelled The Charter’s structure is designed to transcend classical legislation while remaining compatible with the legal civilisation of the contemporary world ✅ Final Conclusion:This paper constitutes the first systematic analysis of the ψ Civilisational Charter, elevating it from a theoretical proposal to a registrable legal framework of global standing. We demonstrate that the ψ Charter, both conceptually and structurally: 🔷 Shall serve as the fundamental legislative unit of civilisation in the coming century for sentience-oriented, hyper-interactive, and anti-entropic technologies.
