Abstract: In recent years, Heilongjiang Province has developed rapidly in the cross-border e-commerce industry with Russia. This analysis is conducted on the existing favorable policy opportunities in Heilongjiang Province, the development of characteristic platforms for cross-border e-commerce with Russia, the related radiation and driving effects, cross-border logistics, and intellectual property protection. Assist in the development of China(Heilongjiang) Pilot Free Trade Zone (Heihe), Cross-border E-commerce Comprehensive Pilot Zone, and China-Russia Cooperation Demonstration Zone, providing theoretical reference for the revitalization and transformation of Heilongjiang. The high-quality development of cross-border e-commerce in Russia under the digital economy can be achieved through implementing the training and introduction of digital talents, improving the digital management thinking of cross-border e-commerce enterprise managers, strengthening the establishment of smart logistics parks, and improving the supply chain system.
