Abstract: This study proposes the establishment of the Hellenic Science Citation Index (HSCI), a national platform for the documentation, evaluation, and promotion of scientific output in Greece. Inspired by international models such as RSCI and ERIH+, HSCI integrates open access principles, bibliometric indicators, and AI-based journal evaluation to support researchers, institutions, and national research policy. The proposal outlines the scope, methodology, security framework, cost models, and institutional value of the platform
