Year: 2025
Type: article
Abstract: ABSTRACT The aim of this study is to explore the factors affecting public property disposal performance in the Silte Zone of Central Ethiopia Region. This encompasses key areas such as disposal planning, staff competency, ethical procedures, procurement regulations, asset management, and the role of management support. The research employs a descriptive and explanatory research design to analyze existing phenomena and the effects of changes in certain variables on public property disposal performance. This aids in identifying the causal relationships among the variables. Data was collected through both qualitative and quantitative methods. Primary data is gathered using structured questionnaires distributed among employees of the Public Procurement and Property Disposal Service Agency (PPPDSA) and relevant public sector offices. Secondary data sources included academic journals, texts, reports, and policy documents. A judgmental sampling technique is used to select a sample of 60 employees from various roles within the public property disposal framework, ensuring that a representative cross-section of the public sector is studied. Data analysis involved were descriptive statistics along with inferential statistics. The Pearson Correlation Coefficient is employed to determine relationships between the variables, and multiple linear regression analysis is conducted to examine the impact of predictors on public property disposal performance. The study found no significant multicollinearity among predictor variables, ensuring the reliability of the regression model. There is a statistically significant relationship between public property disposal performance and the independent variables: disposal planning, staff competency, procurement regulation, ethical procedures, and management support. Strategic disposal planning, competent staff, adherence to regulations, ethical management, and supportive leadership positively influences public property disposal performance. The study suggests enhancing staff training, improving communication, ensuring ethical standards, allocating resources, and implementing structured procedures for asset disposal to enhance competency and public trust.
