Year: 2024
Type: article
Abstract: This study assessed the competence and performance of non-teaching personnel in the Schools Division of the City of Ilagan as a basis for developing an upskilling program. The research employed a descriptive-inferential design, surveying 104 administrative employees. The study examined respondents' profiles, including sex, age, position, and educational attainment, and measured their competence in areas such as self-management, professionalism, ethics, and teamwork. Performance was evaluated based on Key Result Areas (KRAs) from their Individual Performance Commitment Review Forms. Findings revealed that the non-teaching personnel were highly competent and performed outstandingly, with some variation based on profile variables. The study identified a significant relationship between competence and performance, emphasizing the need for a sustainable upskilling program to maintain and enhance employee competence and performance. Recommendations include developing an appraisal system, increasing training opportunities, and implementing a tailored upskilling program.
