Literature review of SINEACE quality standards and institutional strengthening in Peruvian education.
Year: 2024
Type: article
Abstract: Educational quality assurance is a global priority. In Peru, the National System for Evaluation, Accreditation, and Certification of Educational Quality (SINEACE) provides the main regulatory framework for this purpose. This study reviews academic and institutional literature to examine the relationship between the implementation of SINEACE processes and institutional capacity strengthening in Peruvian educational institutions. A thematic synthesis was conducted based on sources from databases (SciELO, RedALyC, Latindex, Google Scholar), and official documents from SINEACE, MINEDU, and SUNEDU. The findings indicate a positive relationship between SINEACE adoption and improvements in strategic planning, academic management, evaluation culture, and institutional visibility. However, challenges such as bureaucratic formalism, resistance to change, and limited contextualization of standards remain. The effectiveness of SINEACE is not inherent but depends on leadership, resource availability, and the strategic internalization of its processes.
