On the Issue of the Formation of the Concept of Genocide

Abstract: The emotional and political aspects of genocide, combined with its complexity, complicate scientific and theoretical study. As a result, there is no widely accepted theory of genocide as a distinct historical phenomenon among specialists. The article examines the process of developing the version of the concept of genocide that formed the basis of the 1948 UN Convention "On the Prevention and Punishment of the Crime of Genocide", as well as highlights its shortcomings.
