Abstract: Paper 19 develops a reduced classical rotational model, proves a finite-amplitude bound onoccupied mechanical influence, and gives a separate conditional theorem for relayed records.A frozen coherent reference distinguishes organized relative rotation from strain. The chosencompact edge energy, Ue = κe(1 − cos εe), gives analytic reciprocal torques, conserved energyand spatial intrinsic angular momentum. For cycle-compatible references and isotropic inertia,an exact change of variables reduces the mechanics to a uniform-reference rotor network. Itsquadratic action is a positive weighted graph Laplacian. Direct comparison of two nonlinearrotor solutions gives an explicit exponential influence envelope in terms of stiffness, inertia andoccupied graph distance. A finite readout gain and nonzero detection resolution then give afinite outer reach without stipulating a handoff time. This bound permits small response tailsand is not an exact c cone. A full-band group-speed bound follows analytically for the testedscalar-weight stencils; one stiffness-to-inertia scale is then calibrated to an imported c. Separately,positive-length record routes, a stipulated duration bound τe ≥ ℓe/c, capture precedence andcomplete predecessor chains imply a graph-metric arrival bound. This theorem concerns thatoperational record class. It neither derives a microscopic receiver nor constrains the true-voidrelease/re-emergence endpoint maps of Papers 122BD–122BE, which assign no intrinsic voidlength, time or speed. A reproducible campaign tests six-, eighteen- and twenty-six-neighborsimple-cubic benchmark graphs, not native FCC contact dynamics. Their long-wave mechanicsis isotropic while their discrete arrival metrics remain anisotropic. Frozen capacity masks canremove occupied record routes without enlarging the corresponding clean domain. The resultssupply a dynamical locality theorem and an occupied-record interface, with the native contactlaw and coupling from strain to capture still open.
