Abstract: This preprint introduces Hyper-Informational Ontology (HIO) v2.3, a universal framework that reduces all existence to information across three layers (I₀: indifference, Iπ: potential, Iσ: expressed) and integrates strict falsifiability criteria (5σ p-value tests, Shannon entropy thresholds, Bell‐type experiments, CoQ formal verification). An experimental roadmap and open-data protocols are also proposed to enable reproducible validation.
