Methodology for the Development of Adaptive Strategic Management for Transport Enterprises in an Unstable Economic Environment

Abstract: The article reveals the essence and substantiates the feasibility of implementing an adaptive strategic planning mechanism in the activities of transport enterprises. The principles ensuring the effectiveness of strategic planning under dynamic external conditions are outlined. The interconnection of the mechanism’s components is justified, with particular emphasis on strategic analysis, forecasting, the use of analytical and matrix methods, as well as the evaluation of efficiency based on key indicators. A dual-term planning approach is proposed, enabling better adaptation to changing market situations. The research results confirm that adaptive strategic planning enhances managerial resilience and the competitiveness of transport enterprises. Future research is planned to focus on the development of a strategic planning algorithm aimed at improving the adaptive strategic planning mechanism in the transport sector.
