The Transfer of FPT Zones for Community Forest and Temple Establishment under the Cabinet Resolution: Lessons from FPT 59 and FPT 15
Year: 2025
Type: article
Abstract: This article explores the legal and administrative mechanisms involved in the transfer of forest areas under the Forest for People in Thailand (FPT) program, particularly for the dual purposes of establishing community forests and religious institutions. Based on case studies of FPT Zones 59 and 15, it highlights the procedural framework outlined in the Thai Cabinet Resolutions of June 23, 2020, and October 12, 2021, which allow for the reallocation of conserved forest land from the Department of National Parks, Wildlife and Plant Conservation to the Royal Forest Department. The article emphasizes the necessity of separating temple zones from FPT boundaries, limiting such areas to no more than 15 rai, and complying with detailed mapping and documentation requirements. Field observations reveal critical lessons regarding inter-agency coordination, legal clarity, and community engagement in balancing conservation objectives with spiritual and local needs. These insights serve as a model for similar areas across Thailand where religious and community development must coexist with forest preservation.
