Abstract: Description:This document presents a global governance framework for artificial intelligence, designed to prevent systemic misuse, promote transparency, and foster international collaboration. It proposes the establishment of a Global AI Oversight Authority (GAIOA), backed by international treaties and inclusive multistakeholder engagement. The proposal is a companion to the AI Global Risk Statement (DOI: 10.5281/zenodo.15693208), emphasizing the urgency to align AI advancement with human security and democratic accountability.
