Abstract: This document focuses on a critical analysis of two essential elements in the functioning of public management, such as the understanding and management of the concepts of State and governance, examined from the basic aspects that constitute them to support the development of public policies. The analytical examination of the concepts proposed has involved addressing conceptual revisions in their evolution over time, typologies and bases of support, taking into account the importance of both the State approach and governance have been irreplaceable parts in the structuring of modern institutional policies, which are related to concepts of unquestionable weight such as sovereignty, population, citizenship and territory, components that converge in the development of countries, being a substantial part of all orders of citizen life in society.
