Abstract: The application of a smart approach to specialisation in the strategic planning of the development of territorial communities in modern Ukraine requires comprehensive scientific research in the field of public administration to develop a system of scientific provisions and methodological and technological support for the outlined processes. The scientific and methodological basis for the practical implementation of smart specialisation is still insufficient, and there is a lack of specialised applied research and differentiation in the concept of specific territorial communities.
