Abstract: Under the promotion of the “Belt and Road” initiative, the internationalization of higher education has become the core issue of educational cooperation among countries along the route. The professional competence of university teachers is directly related to the quality and innovation level of higher education. This paper adopts a comparative research method to systematically analyze the policy background, organizational structure, training system, evaluation mechanism and international cooperation of the professional development models of university teachers in Kazakhstan and China. It is found that Kazakhstan's faculty development model is mainly internationalization-oriented and relies on European and American experiences to promote reforms, while China pays more attention to systematic training and the combination of industry-university-research, but there is a problem of uneven regional development. Based on the comparative analysis, this paper proposes to strengthen the construction of digital platform, establish cross-border faculty exchange mechanism, and optimize the resource sharing model, in order to promote the synergistic development of higher education in the countries along the “Belt and Road”.
