Year: 2025
Type: article
Abstract: Saudi Arabia is undergoing rapid digital transformation under Vision 2030, which has increased the reliance of key sectors on digital infrastructure resulting in a surge of cyber threats. In this context, cyber insurance has emerged as a strategic risk management tool, offering financial coverage and technical support in the event of cyberattacks. However, the adoption of cyber insurance remains limited in the Kingdom due to various challenges, including low organizational awareness, the absence of unified regulatory frameworks, and difficulties in risk pricing caused by a lack of local data. This study aims to analyze the current state of cyber insurance in Saudi Arabia, assess its effectiveness, and explore the associated challenges and opportunities. It also provides practical recommendations to support decision-makers, insurers, and regulatory authorities in building an effective cyber insurance ecosystem aligned with the Kingdom’s digital aspirations. The findings reveal an increasing number of cyberattacks and threat actors in the Kingdom alongside limited insurance coverage and unclear policy structures, the study recommends enhancing public-private collaboration, developing pricing models based on localized data, expanding insurance coverage, and intensifying awareness and training programs.
