Abstract: This paper presents an original theoretical hypothesis proposing the existence of a naturally suspended electron layer in Earth’s atmosphere. Unlike conventional models that rely on solar wind or magnetic trapping, this hypothesis suggests that photoelectric emissions from Earth’s surface—triggered by solar ultraviolet radiation—eject electrons that lack the escape velocity to leave Earth’s gravitational field. As a result, these electrons accumulate in a suspended region above the surface, forming a stable electron-rich zone. The heavier, positively charged remnants remain bound to the Earth's surface, creating a vertical charge separation that contributes to Earth’s fair-weather electric field (~100 V/m). This theory offers a unified perspective that links quantum physics (photoelectric effect), gravitational confinement, and atmospheric electricity. The hypothesis is entirely conceptual and based on established physical principles such as Einstein’s photoelectric effect and Newtonian gravity. While the idea lacks direct experimental confirmation at this time, it opens pathways for future research in atmospheric physics, quantum gravity, and electromagnetic field dynamics.
