Abstract: This article examines Mahmudkhoja Behbudi's political and legal views and their influence on the formation of Jadidist ideas. The analysis reveals that his political and legal perspectives were grounded in principles such as constitutional governance, the rule of law, human rights, and freedom. It explores Behbudiy's aspirations for societal reform, the spread of enlightenment, and the establishment of a just social system. Furthermore, the article demonstrates how his ideas formed the ideological foundation of the Jadid movement and played a crucial role in the political and social development of Turkestan.
