Abstract: This white paper is a practical tool designed to perform an effective operationalisation of the institution of open science at universities in Widening Countries by 2028. It provides a set of research evidence-based recommendations in the form of strategic objectives, tactical actions, and operational outcomes—a robust and measurable framework through Key Performance Indicators (KPI)—for turning university open science and innovation policies and strategies into university open science and innovation action plans.
