Housing Problem in Donbass During the First Five-year Plan and Attempts to Solve It

Abstract: The article analyses the state of the housing problem in the cities and towns of Donbass on the eve and during the First Five-Year Plan, the measures resorted to by the Central Committee of the All-Union Communist Party of Bolsheviks (b), the USSR Council of People's Commissars, regional and local authorities in order to overcome the housing crisis. Despite all the efforts made, the housing problem in the Donbass had not been solved by the beginning of the Second Five-Year Plan, which resulted in a high turnover of personnel in industry.
