Abstract: Engineer Wael Fawaz Alsweif (born 06.08.1989) is the original author of the concept proposing a scientific method to neutralize uranium-235 and plutonium-239 without destroying the atoms, using modified solar neutrinos in a specific atmospheric layer. This process aims to render all nuclear weapons permanently inert, without requiring physical dismantling. The concept was registered publicly on July 25, 2025.
