Abstract: This booklet presents actionable policy recommendations to enhance innovation procurement across Europe, derived from the BUILD project and its synergies network. It provides a strategic framework to address key challenges in public procurement, focusing on legal frameworks, capacity building, market consultations, innovation partnerships, and risk management. Policymakers and procurement officials can leverage these recommendations to drive sustainable growth, advance the green and digital transitions, and position innovation procurement as a critical tool for public sector modernization.
