Abstract: The relevance of the topic of forming the ethics of a public servant in the theoretical aspect is due to the set of ethical prescriptions necessary to increase the level of rationality and morality in the professional activities of public servants, delineating the framework of what is permitted, identifying clear guidelines for official behavior, creating certain templates that explain it, and making ethically justified management decisions. External norms open up opportunities for fairly free orientation in standard, everyday situations, eliminating the need for public servants to constantly make moral choices. Unified ethical standards of behavior should become a tool of personnel policy, a measure of professional and ethical qualities and norms of behavior during admission, passage and career advancement in the public service.
