On Mending Disputes: the Life Stories of Lupong-tagapamayapa in Dipolog City
Year: 2025
Type: article
Abstract: This study explored the lived experiences of Lupong Tagapamayapa members in selected barangays in Dipolog City. A qualitative phenomenological approach was used, with in-depth interviews as the primary data collection method. Ten (10) informants were purposefully selected from four barangays and interviewed individually. The collected data were analyzed using Colaizzi's thematic analysis, revealing nine (9) emergent themes aligned with the research objectives. Regarding lived experiences, the themes identified were Efficient and Successful Dispute Resolution, Unsettled Conflicts, and Capability to Mediate. For challenges encountered, the themes included Settling Land Disputes, Pursuing Legal Recourse, and Uttering False Statements. Meanwhile, the methods employed in dispute resolution were Hearing Both Sides of the Story, Prudent Decision, and Divine Intervention. The study concludes that Lupon members in Dipolog City demonstrate exemplary performance in conciliation and dispute resolution within their communities. However, certain factors remain beyond their control, such as unresolved disputes due to the unwillingness of opposing parties to participate and the fabrication of statements and evidence. Nonetheless, Lupon members effectively resolve disputes through diverse approaches, including impartial judgment, fair and deliberated decision, and divine intercession. The study recommends the regular conduct of training and capacity-building programs to enhance dispute resolution skills, public outreach initiatives to increase community awareness, and stronger collaboration between the LGU and other agencies.
