Abstract: The Council of Ministers approved on July 4, 2014 the temporary regime for operations with aircraft piloted by remote control, called drones, of weighing less than 150 pounds at take-off, which establishes the conditions of exploitation of these aircraftfor technical and scientific work. This new regulation responds to the need to establish a legal framework that allows development in safety conditions of a technologically emerging sector, which will be developed according to the rules in the coming months. This regime will allow that from now drones can be used for aerial work such as: research and development; air, phytosanitary treatments, new products for fire extinguishing; aerial surveys; observation and aerial surveillance including filming and forest fire monitoring activities; aerial advertising, radio and TV, search and rescue; and other special works. It constitutes an application of marked importance in the development of systems for the provision of services in the field of citizen security at various public administrations which will have a new tool for the development of competences that are you own on RPAs/UAVsystems.There are more than 400 unmanned aircraft employed by the private sector in Spain. From the European Commission, is working to integrate the drones in the Community air space in 2016. In France, which regulated commercial use of these devices in 2012, the number of operators went from 86 to 400 in little more than one year. The Community authorities predict that within a decade the manufacture of civilian drones hijack 10% of the turnover of the aeronautical sector, which represents a turnover of some 15 billion euros per year, and the creation of 250,000 jobs by 2050.
