Abstract: The purpose of the study is to investigate the effects of strategic plan implementation on quality service delivery: a case of Salale University. This study has used a descriptive and explanatory 8/research design and used a structured questionnaire and semi structured interview to gather data from both the academic and administrative of Salale University. Sample of 302 respondent was selected from 1301 total academic and administrative staff of Salale University by using multi stage sampling technique). Both descriptive statistics (means, and, standard deviation) and inferential statistics (correlation analysis and regression analysis) were used in analyzing the data. The results show that the attitudes of employees towards leadership has insignificant, but positive impact on quality service delivery through strategic plan implementation, at Salale University,(β=0.045, p=0.353), organization structure has significant, also positive impact on quality service delivery at Salale University (β=0.015,p=0.005), policies and procedures has significant, also positive impact on quality service delivery at Salale University (β=0.115,p=0.021), resource allocation has significant positive impact on quality service delivery at Salalee University (β=0.265,p=0) and organization culture has significant positive impact on quality service delivery at Salale University (β=0.311,p=0). The recommendations are that Salale University need to undertake more leadership development activities among its staff; simplify its hierarchy structures to ensure easier information flows, more collaboration among the personnel, and teamwork; undertake policy modifications and revision of procedure manual geared towards devolving decision making and authority to staff at all levels so that they feel empowered to act in areas of their expertise for the benefit of the organization as a whole, and provide strict resource allocation accountability measures for its staff. Also to ensure resource allocations are thoroughly vetted and monitored. Further studies would be more appropriate in areas that compare the impacts of strategic plan implementation on quality service delivery of private and public Universities in Ethiopia. This would seem likely to lead to new insights and therefore enrich the efforts that have been made in this study.
