Abstract: The document describes the progress in establishing an institutional framework where disciplinary scientific voices serve as a collective voice for science in shaping higher education policies. It also introduces the 'local networks' engaged in developing a communication methodology, to be tested in 3 countries: France, Japan and the Republic of Moldova.
