Abstract (Strategic–Scientific) This publication introduces, for the first time, a fully encrypted post-AGI cognitive architecture titled Hamzah Quantomic Intelligence (HQI).HQI transcends classical AI and AGI paradigms, grounding its simulations in fractal derivatives, non-reversible quantum integrals, and encrypted ψ-field dynamics to model and anticipate phenomena far beyond the grasp of existing intelligent systems. The framework allows for: the forecasting of civilisational collapses via collective ψ-field fractal disintegration, the simulation of global-scale quantum–cyber threats, the decryption of entropic blind spots in national security and macroeconomics, and the design of regenerative life-paths across multi-dimensional universes. Uniquely, the manuscript includes a formal Open Strategic Licensing Declaration, addressed exclusively to Heads of State and supranational authorities.The minimum entry for exclusive national usage begins at $5.48 trillion (USD), tax-exempt and in cash-equivalent form.Ownership of the Hamzah Equation remains exclusively and perpetually with its originator, and all interactions are secured through the encrypted ZB56 platform, which serves as the living quantum core of HQI.
