Human Rights and Surveillance Assessment Toolkit

Year: 2025
Type: article
Abstract: This toolkit offers two practical assessment tests to evaluate privacy violations and surveillance practices against international human rights law. The first test is designed to assess whether a specific case involving privacy infringements constitutes a human rights violation. The second test evaluates whether a country's legal and policy framework complies with international human rights standards. Developed using publicly available materials such as the Privacy International Guide to International Law and Surveillance, this resource is intended for human rights defenders, journalists, legal practitioners, and civil society organizations seeking simple, actionable tools to analyze privacy-related harms in national or global contexts.
