Barriers to Adopting Evidence-Based Policymaking

Year: 2025
Type: article
Abstract: : Evidence-based policymaking (EBPM) seeks to integrate rigorous empirical evidence into the policymaking process to enhance the effectiveness and efficiency of public policies. Despite its potential, EBPM faces significant barriers that hinder its widespread adoption across various governance contexts. This paper explores institutional, political, cultural, and technical barriers to EBPM, drawing on case studies from healthcare, education, and environmental policy sectors. Through a mixed-methods approach, including literature reviews, stakeholder interviews, and policy analysis, this study identifies key challenges such as resistance to change, data accessibility issues, and competing political priorities. The findings suggest that overcoming these barriers requires targeted capacity-building, stakeholder engagement, and adaptive policy frameworks. Recommendations are provided to foster a culture of evidence use in policymaking, ensuring better alignment between research and practice.
