Abstract: Pro-tourism motivation of residents are critical in ethnic regions for tourism developments, where unique cultural allure intertwined with self-governance traditions, geography and blood ties. This study investigates the impact of tourism policy effectiveness and psychological facilitators on ethnic residents' pro-tourism motivation. Utilizing Self-Determination Theory and a community-based, convergent mixed-methods approach, the research reveals that trust in policies significantly strengthens residents' sense of autonomy and relatedness to their community and cultural identity. Moreover, pro-tourism motivation hinge less on residents' perceived competence and more on their sense of autonomy and social bonds. Therefore, effective tourism policies should address not just economic aspects but also enhance their sense of control and belonging. This research is crucial for tourism organizations and local authorities to evaluate policy effectiveness, investment potential, and to develop informed strategies that promote the welfare of the ethnic communities and to achieve a thriving and sustainable tourism industry.
