Abstract: The article is devoted to highlighting the legal nature of the Ukrainian Peace Formula, its compliance with the norms of national and international legislation, in particular, the debatability of the implementation of the provisions of the peace formula. The authors note that the Ukrainian Peace Formula became the work of the Ukrainian government after a number of fruitless conditions with the Russian Federation regarding the conclusion of a truce. The determination of the Ukrainian side in the stated ten conditions, which are an instrument for establishing peace within the state, has been studied. Given the lack of regulatory legal acts to clarify the essence of the Ukrainian Peace Formula, for its full understanding, its own definition of the concept has been proposed: The Ukrainian Peace Formula is 10 indisputable conditions initiated by Ukraine for the end of military actions related to the encroachment of the Russian Federation on the territorial integrity of Ukraine, which constitute an interconnected set of measures aimed at restoring the territorial integrity of the state, guaranteeing security in the industrial sector and preventing similar situations in the future, bringing the perpetrators to justice, with the involvement of the international community. It is noted that the implementation of the peace formula is envisaged in accordance with the Basic Law and the UN Charter with the possibility of involving special intergovernmental institutions. It is analyzed that the non-binding nature of UN resolutions and the presence of the Russian Federation’s right of veto are negative factors on the way to the implementation of the provisions within the UN framework. The commitment to the provisions of the international community’s peace formula and the procedure for meetings to discuss ways to implement the provisions are monitored. The constraining factors that hinder the implementation of the points of the Ukrainian peace formula are outlined.
