Abstract: In the scientific article, through the study of the nature of acts of public administration, they are divided into types, which is not only of theoretical interest, but also of great practical importance, because it allows to resolve the issue of applying the relevant legislation for the adoption of one or another type of acts of the executive power and local self-government bodies. It is noted that in the scientific literature there are different approaches to the interpretation of the category «tools of public administration», which in recent years essentially replaced the concept of «acts of public administration». The impracticality of introducing this term into the domestic legal field was noted, given its ambiguous interpretation by scientists. Acts of public administration are divided into legal and actual (or technical) actions. The first type includes political and legal acts (government statements, appeals, declarations, memoranda), which reflect the main intentions, provisions regarding state policy or joint interaction, position regarding certain important issues of international or domestic activity; program and planning acts that describe the ways, methods and resources necessary to solve the identified problems regarding the implementation of state policy, the achievement of the set development goals in the relevant field (fields) based on the results of the implementation of planned interrelated tasks and activities; normative legal acts, which detail the provisions of legislative acts or establish the procedure for the implementation of subjective public rights and duties of a person; individual acts, which include administrative (in particular, general administrative), procedural decisions and actions, personnel or service, other organizational and administrative acts, both internal and external, administrative contracts. An assumption is made about the dual legal nature of administrative contracts - they can be both individual and regulatory in nature. Actual or technical acts include those that accompany public administration activities, their execution does not entail legal consequences for a person.
