Abstract: The article is dedicated to the study of key aspects of municipal property management in Ukraine in the context of current legislative regulation and local government practices. The author identifies significant gaps in the normative-legal framework, specifically addressing the issue of the lack of a clear definition of the concept of «municipal property management», which complicates the implementation of effective mechanisms for its use. At the same time, emphasis is placed on the necessity of legislative consolidation of this concept for clear legal regulation and adaptation to modern principles of local self-government, which, in turn, will ensure more effective use of municipal resources. The article provides a detailed analysis of the main approaches to interpreting the concept of «municipal property management», particularly in scientific works where municipal property management is viewed through the lens of legal, organizational, economic, and administrative aspects. Special attention is paid to defining the key features of municipal property management, among which are continuity, purposefulness, and adaptability to changes in the socio-economic conditions of local communities. During the research, the author highlights that municipal property management involves exercising the rights of ownership, use, and disposal of municipal property. The article emphasizes the role of local communities as the main entities in municipal property management, carrying out functions through local self-government bodies, particularly through village, settlement, and city councils, which have the right to delegate property management powers to other bodies. The object component of municipal property management, which includes various types of community assets, is separately considered, along with the need to apply special approaches for effective management of each of them. It is established that the legal regulation of municipal property management is carried out in accordance with the current legislation of Ukraine and local normative legal acts. The author notes that the main goal of management is to ensure the effective use of property to meet the needs of local communities, thus supporting socio-economic development at the local level. So, the article provides a comprehensive analysis of the management processes that are crucial for the sustainable development of local communities and emphasizes the need for legislative consolidation of the concept of «municipal property management» to ensure its effective use in the interests of territorial communities in Ukraine.
