Abstract: The primary goal of these in-depth one-on-one interviews with child welfare scholars and agency directors was to illuminate what factors, conditions, and interactions influence the EBP implementation process; to reveal the strategies they employed to address implementation barriers in child welfare agencies; and to develop a theoretical model that elucidates the importance and timing of inner and outer contextual factors and how they might be interrelated.
