Abstract: After three decades of research on e-government, it is now \ntimely to reflect how we can measure and benchmark the \nefficiency and effectiveness of information systems in public \nadministration. Based on related literature it is evident that \nthe theoretical background is extremely diverse and the \napplication of theories by e-government researchers appears to \nbe very different. \nAssessing the quality of information systems generally remains a \nchallenging task for IS researchers. Professionals have \ndifferent perspectives and use a variety of methods to evaluate \nthe success of information systems. In academic circles the most \nwidespread method is the DeLone and McLean (D&M) Information \nSystems Success Model. Scientists have demonstrated how the six \ndimensions of this updated model can be used as a framework in \ne-commerce. Unfortunately, only a few studies have tested the \nadaptability of the D&M IS success model in the area of public \nadministration. \nThis study will identify and analyse the success factors of e- \ngovernment. To examine the validity of the D&M IS success model, \na sample of 400 users were asked to assess the e-enrolment \nsystem based on their personal experience in Hungary. \nThe study is composed of three main parts. The first part is an \nintroduction to theoretical foundations. The second one \ndescribes research methods with the model’s variables in the E- \ngovernment Success Metrics table focus on the objectives of e- \ngovernment (e.g. efficient and effective services, improved \ndemocracy, user-friendly approaches). \nThe third part is a quantitative approach of data collection by \nthe use of questionnaires. The questionnaire was designed based \non the IS success model. This empirical study focuses on a \nsingle e-government service, namely the online enrolment system \ndesigned for higher education. In the process of analysis, the \nfollowing methods were used: descriptive data analysis, factor \nanalysis and correlation to test how strongly variables are \nrelated. \nThe success of an information system depends on its quality and \nother factors (for example user attitude). The overall results \nshow that the proposed model can be beneficial in public \nadministration in evaluating the implementation of information \nsystems. Measuring the success of such system useful for \ndeveloping user-centred information systems in public \nadministration. \nThe theoretical conclusion of this study is the following: the \nmodel can help researchers understand from the citizens’ point \nof view the most important characteristics of a successful \ninformation system in public administration. To motivate \ncitizens for using e-government solutions practitioners must \nimprove the quality of the key factors identified. \nKeywords: IS success model, e-enrolment system, performance
