Abstract: Many view democracy as being normatively desirable, and dictatorships as odious.Indeed, for some analysts the spread of democracy represents a historical progression producing a more peaceful and prosperous world. At the end of the Cold War, democracy appeared to have triumphed. Now, a quarter century later, the picture is much murkier. Many dictatorships persist, or have reasserted control despite popular opposition.Further, many societies commonly labeled "democracies" exhibit strains of authoritarianism, with overt and subtle types of tyranny.
