The scientific article indicates that the right to civilian firearms ensures the proper implementation and protection of the constitutional human right to life and health, honor and dignity, inviolability and personal security. The article notes that the right to possess civilian firearms in the Republic of Poland was legalized earlier than it was done in other European states - in 1919 and concerned the possibility of acquiring, storing and using firearms, machine guns, cannons and their parts, components, cartridges, bullets, other components used for this type of weapon, for any purpose (including for the purpose of personal defense) subject to agreement with the police and military authorities. This law defines the rules for issuing and revoking permits for possession of firearms (in the form of a license and registration card), a list of weapons that belong to the category that may be owned and used by civilians, a list of purposes and grounds for granting permits for possession and use of weapons by civilians, features of weapon registration, medical and psychological examination of persons wishing to purchase weapons, rules for the acquisition, registration, storage, disposal and deposit of weapons and ammunition, transportation within the territory of the Republic of Poland and the import of weapons and ammunition from abroad and their export abroad, as well as the rules for the possession of weapons and ammunition by foreigners, liability for failure to comply with the rules established by law. In particular, the law includes as civilian weapons both certain types of firearms and pneumatic weapons, as well as tools and devices, the use of which may threaten life or health, including melee weapons, and the list of weapons permitted for use varies depending on the purposes declared by the person when submitting an application for permission to own and use weapons.
