Abstract: The purpose of this paper is to overview the theory of empowerment in the field of health and welfare and to explain it from a psychological point of view. Empowerment in the field of psychology is the ability to survive, which is instinctually possessed by individuals and will be learned itself through people’s experience. In other words, empowerment can be replaced with self-efficacy or the power of growth, functioning subjectively. Empowerment does not only exist in the individual but in the community or organization which have the power to acquire by themselves. Such power should not be suppressed from outside pressure. Hence, it is considered that the concept of empowerment needs to be scientifically developed and be involved as one of the crucial concepts in the social work.
