Abstract: Going beyond wage revisions, this article argues fatigue remains shipping’s biggest safety risk. It critiques systemic falsification of work/rest logs (“culture of adjustment”) and calls for scientifically based rest-hour reforms, dynamic safe manning models, and stronger PSC enforcement.
