Strengthening Artificial Intelligence Enhanced Veterinary Public Service Delivery for Transparency, Accountability, and Prosperity in Madesh Pradesh

Year: 2025
Type: conference-paper
Abstract: The livestock sector is a critical pillar of the rural economy in Madhesh Province, yet its potential is constrained by governance gaps in veterinary service delivery. This paper addresses this challenge by proposing a novel, AI-enhanced operational framework rooted in a public-private partnership (PPP) model. The objectives are: 1) To diagnose key shortfalls in the transparency and accountability of the current veterinary system; 2) To design a multi-tiered framework that redefines the government's role as a data-driven regulator; and 3) To integrate a simple AI tool to empower farmers and enhance disease surveillance capabilities. This study employs a policy-oriented, qualitative approach, synthesizing best practices in veterinary governance. It proposes a conceptual framework where a government hub (Tier 1) certifies and oversees a network of private service providers, including Mobile Veterinary Clinics (Tier 2). The framework's core innovation is an AI-powered "assistant" integrated into a mobile application (Tier 3), designed to be accessible in local languages. The system is unified by the technology platform. The AI assistant provides farmers with 24/7 access to a diagnostic symptom checker for initial triage, instant information on standard drug prices, and a guided process for filing public grievances. This model is expected to radically enhance transparency and accountability. Crucially, by anonymizing and aggregating symptom data, the AI provides an early-warning system for disease outbreaks, enabling a proactive governance approach. The framework is projected to improve service accessibility, increase farmer incomes, and build trust in public service delivery. This research directly operationalizes the conference theme for the digital age. It builds transparency by providing instant, standardized information via AI. Itstrengthens accountability through a structured, AI-guided grievance redressal system. Finally, it paves a clear path to prosperity by using technology to deliver efficient, reliable veterinary care that protects livestock assets and enhances the livelihoods of the people of Madhesh Province.
