Year: 2025
Type: conference-paper
Abstract: Effective citizen participation is vital for democratic governance, ensuring that planning and implementation processes in Madhesh Province align with community needs and aspirations. This abstract outlines a study focused on enhancing citizen engagement to foster inclusive and sustainable development in the region. Despite the democratic potential, challenges such as socio-political divides, limited access to information, and historical marginalization hinder meaningful participation. Addressing these barriers requires innovative, inclusive strategies to empower citizens as active contributors to governance. The study explores mechanisms to integrate citizens into planning and implementation, emphasizing accessible platforms like public consultations, digital tools, and community forums. It highlights the role of local leaders and civil society organizations in facilitating dialogue and trust between government and communities. By examining successful citizen-led initiatives from other regions, the study identifies adaptable models for Madhesh Province. Key strategies include participatory budgeting, community-driven monitoring, and transparent feedback systems to ensure accountability. Workshops and stakeholder dialogues will be proposed to co-create actionable frameworks, enabling citizens to influence policy design and project execution. The objective is to transform citizens from passive recipients to active partners in governance, enhancing the legitimacy and effectiveness of planning processes. This approach promotes equitable resource allocation, strengthens local institutions, and fosters sustainable development. By prioritizing inclusivity, the study aims to empower marginalized groups, ensuring their voices shape Madhesh Province’s future. The findings will contribute to policy recommendations that bridge gaps between government and citizens, fostering a participatory governance model that drives accountability and community ownership.
