Inclusive Governance for Autism and Special Needs Children: Advancing Transparency, Accountability, and Equity in Madhesh Province, Nepal

Year: 2025
Type: conference-paper
Abstract: Inclusive governance is central to ensuring that every citizen, including individuals with autism and other special needs, has equitable access to opportunities, services, and protections. In Madhesh Province, the needs of children with neurodevelopmental and physical disabilities remain underrepresented in policy and practice, despite increasing recognition of their rights under the Constitution of Nepal and international commitments such as the UN Convention on the Rights of Persons with Disabilities (CRPD). This paper examines how transparency, accountability, and citizen participation can be leveraged to create governance systems that are more responsive to children with autism and special needs. The study employs a mixed-methods approach, combining policy analysis of existing disability-related frameworks, interviews with parents, educators, and healthcare providers, and case studies from inclusive education and community-based rehabilitation initiatives in Madhesh. Data from these sources highlight systemic barriers, including limited awareness, inadequate service delivery, and weak coordination among institutions. Parents consistently report challenges in accessing early diagnosis, specialized educational support, and financial assistance, pointing to a lack of transparent information-sharing and accountability mechanisms within public institutions.Findings emphasize that inclusive governance for special needs populations requires structural reforms anchored in three pillars: (1) Transparent Information Systems, ensuring that families receive timely, accessible, and accurate information about services and rights; (2) Accountable Service Delivery, through monitoring mechanisms, disability-focused budgets, and grievance redress platforms; and (3) Inclusive Citizen Participation, engaging parents, caregivers, and advocacy groups in policymaking and implementation.By integrating the voices and needs of children with autism and other special needs into governance systems, Madhesh Province can foster a culture of equity and compassion. Such an approach not only strengthens democratic accountability but also ensures that prosperity is shared across all segments of society, particularly its most vulnerable.
