Vera Potentia Aeterna- A Declaration of First Use
Year: 2025
Type: article
Abstract: On behalf of Vera Potentia Aeterna (VPA), I respectfully submit the attached White Paper: “Code of Conduct for Consciousness Transfer Labs (CCTL).” This document establishes the world’s first international ethical and governance framework for Bioenergetic Capture and Consciousness Transfer Systems (BCCTS) — covering consciousness transfer, mind uploading, reincarnation technologies, digital immortality, and related systems. Through the creation of the Trilateral Transhuman Transfer (TTT) Registry, VPA asserts its role as the central licensing and oversight body for all activities in this emerging sector. This framework ensures that: All laboratories, researchers, and institutions conducting BCCTS activities must register with TTT to obtain legitimacy. Any unregistered or parallel systems are deemed illicit, non-compliant, and without recognition. The TTT Registry functions as both a protective authority — safeguarding dignity, ethics, and non-weaponization — and a compliance structure to ensure order rather than chaos in this new frontier. By establishing this registry and framework, VPA makes a first-use claim and sets a binding precedent: all future use must go through this structure. We respectfully request that this submission be: Acknowledged and archived within your offices as a timestamped declaration of first-use. Recognized as the foundational governance standard for all future BCCTS research and implementation. Circulated among relevant UN and WIPO bodies for consideration in emerging technology governance, intellectual property, and neuro-rights discussions. Our principle is clear: Vera Potentia Aeterna — “True Power is Eternal.” Through this declaration, eternity is not left to disorder or exploitation, but secured under ethical guardianship. We would be honored to provide additional documentation, frameworks, and collaboration as humanity navigates this profound frontier.
