Abstract: The arrival of Covid-19 in Europe and the United States was met with shock and disbelief, calling into question received ideas of Western exceptionalism. With the public policy response framed primarily in terms of the urgent resumption of neoliberal patterns, the pandemic is reinforcing the gap between the "haves" and the "have-nots".
