Abstract: Competitive dialogue is a new method of selecting investors that is regulated in the 2020 Public Private Partnership Investment Law. This method has been applied to many public-private partnership projects of a specific nature. To clarify any legal issues related to competitive dialogue, this article will analyse its nature compared to traditional bidding, explain why competitive dialogue is appropriate for selecting investors for high and new technology public-private partnership projects, and point out the downsides of this form of investor selection with recommendations.
